The term “appropriate congressional committees” means—
the Committee on Commerce, Science, and Transportation of the Senate;
the Committee on Environment and Public Works of the Senate;
the Committee on Energy and Natural Resources of the Senate; and
the Committee on Natural Resources of the House of Representatives.
