Not later than 1 year after , and annually thereafter through , the Secretaries shall submit a report on the progress made by the Secretaries with respect to meeting the requirements of this chapter to—
the Committee on Energy and Natural Resources of the Senate;
the Committee on Environment and Public Works of the Senate;
the Committee on Natural Resources of the House of Representatives; and
the Committee on Transportation and Infrastructure of the House of Representatives.
