section 3703 of this titleIt is the sense of the Congress that, to the extent appropriate, the United States Government should make every effort to donate to governments of sub-Saharan African countries determined to be eligible under air traffic control equipment that is no longer in use, including appropriate related reimbursable technical assistance.
