act Aug. 27, 1954, ch. 1009, § 6 68 Stat. 868 Section, , , which granted to mixed-blood members of the tribe the right to organize for their common welfare, adopt a constitution and bylaws, and select representatives, was omitted from the Code as being of special and not general application.
