Effective Date of Repeal

Section 5 of act , provided that the repeal of these sections is effective upon the taking effect of regulations proclaimed under section 1 of act . Such regulations were proclaimed by Proc. No. 3030 of , 18 F.R. 4983, and were to be effective .
