Requirement
Services provided under this section shall not replace the regular academic program and shall be designed to expand upon or improve services provided as part of the school’s regular academic program.
Duration of grants
Subgrants made under this section shall be for terms of not to exceed 3 years.

section 11435 of this titleThe State educational agency shall, in accordance with the requirements of this part and from amounts made available to it under , make competitive subgrants to local educational agencies that submit applications under subsection (b). Such subgrants shall be awarded on the basis of the need of such agencies for assistance under this part and the quality of the applications submitted.
