42 U.S.C. 5301It is the policy of the Congress that amounts provided under the community development block grant and urban development action grant programs under title I of the Housing and Community Development Act of 1974 [ et seq.] shall not be reduced in any fiscal year in which the provisions of this chapter are in effect.
