section 8236 of this title a description of the action taken by States, local governments, and other organizations to implement the voluntary guidelines issued under and any problems encountered in implementing such guidelines; and

recommendations on the feasibility of requiring, as a prerequisite to receiving federally assisted, guaranteed, or insured mortgages, the achievement of a minimum energy efficiency rating.
