Rule of construction

50 U.S.C. 1701Nothing in this subchapter may be construed to negate the authority of the President under any authority, process, regulation, investigation, enforcement measure, or review provided by or established under any other provision of Federal law, including the International Emergency Economic Powers Act ( et seq.), or any other authority of the President or the Congress under the Constitution of the United States.
