section 21123 of this titleIn addition to the amounts authorized for payments and grants under this subchapter and the amounts authorized to be appropriated for the program under , there are authorized to be appropriated for each of the fiscal years 2003 through 2005 such sums as may be necessary (but not to exceed $10,000,000 for each such year) for the Commission to carry out this subchapter.
