Any person who—
section 3602 of this title knowingly fails to keep any information, or to submit any report, required under ;
section 3602 of this title submits any report under knowing that the report or any part thereof is false; or
knowingly violates any rule or regulation issued to carry out this chapter;
is guilty of an offense and upon conviction thereof is punishable by a fine of not more than $1,000.
