The Secretary is authorized to advise, assist, and cooperate with other Federal agencies and with State and other interested public and private agencies, in the planning and development of—
manufactured home construction and safety standards;
methods for inspecting and testing to determine compliance with manufactured home standards; and
section 5403(i) of this title model guidance to support the submission of the certification required under .
