act Aug. 27, 1954, ch. 1009, § 28 68 Stat. 878 Section, , , which authorized the Secretary of the Interior to proceed in any manner in any action upon non-agreement between mixed-blood and full-blood groups, was omitted from the Code as being of special and not general application.
