act Aug. 27, 1954, ch. 1009, § 2768 Stat. 878Section, , , which authorized the Secretary of the Interior to issue rules and regulations necessary to effectuate the purposes of this subchapter and allowed the Secretary to provide for tribal or group referenda on matters pertaining to management or disposition of tribal or group assets, was omitted from the Code as being of special and not general application.
